I think it will be cool for PortSensor if an issue has reached critical or is down for x amount of time, that it opens up a ticket with in Cerberus helpdesk. Also with in the Cerberus Helpdesk to have a status at the top of each page of how many services are "down" or and critical.
I went ahead and opened a feature request in JIRA for you, and to keep track of this request, but I'm not sure I see it anywhere on the immediate horizon. You can already email alerts, so you could just email them to a Cerberus-monitored address if you wanted to do that.
